Interest Coordination and Promotion:A New Model of Circulating Contractual Right of Land Management

土地流转是农业适度规模经营的基础条件,对于推进中国特色农业现代化道路具有重要意义。当前我国的土地流转面临多种困境,其重要原因便是各参与主体的利益多元化,从而对流转造成了严重的制约。因此,应从统一的基本原则、一致的根本目标、共同的实现机制和健全的配套措施着手,构建完整的利益协调推进型模式,理顺各参与主体之间的利益关系,促进流转的顺畅进行。

Land circulation is the basis of developing large-scale agricultural management. It is of important significance for modernization of characteristic agriculture in China. Nowadays, land circulation has met with many problems, and the diversified interests of the parties involved are the major cause for these problems. Therefore, it is necessary to establish a comprehensive interest-based coordination and promotion mechanism guided by unified basic principles, identical fundamental goals, common realization mechanism, and complete supplementary measures. In this way, the interests of involving parties can be well-attended to and land circulation can be smoothly operated.
