On Principles and Tendencies of the Development of Villager Self-governance

以群众自治、直接民主、普遍平等、基层自主为主要原则和重要特征的村民自治,是中国农民创造的一项中国特色社会主义基层民主制度,是对社会主义自治的创新与发展。基于村民自治的精神实质,村民自治的发展需要贯彻社会主义民主自治原则、民众认同原则、绩效原则等。由农村经济社会发展、国家治理体制的变革和政治制度创新等多种因素决定,民主化、制度化将构成未来村民自治发展的重要趋势。

Self-governance of the mass, direct democracy, universal equality and grass-root autonomy are the main principles and key features of villager self-governance, which is a socialist democratic system with Chinese characteristics established by the Chinese villagers. It is a form of innovation and development of autonomy within the socialist system. In light of its spiritual essentiality, the development of villager self-governance needs to carry out the principle of socialist democratic autonomy, the principle of being identified by the people, the principle of performance and so on. The development of villager self-governance is affected by many factors, including the development of the rural economy and society, the transformation of the state＇s governing system and the innovation of the political system. The author concludes that democratization and institu- tionalization are the important tendencies of villager self-governance.
