在社会主义市场经济中,国有经济的主导作用是与社会主义初级阶段的基本经济制度和中国的特殊发展阶段相联系的,而不能局限于补充私人企业和市场机制的不足。正确认识国有经济的主导作用必须纠正包括国有企业低效论、国有企业垄断论、国有企业非竞争论、国有企业退出论、国有民营对立论等在内的种种片面观点,坚持从社会主义初级阶段基本经济制度的内在要求和中国的实际出发,不断完善国有经济的结构、体制和机制,增强国有经济活力、控制力和影响力,提高国有经济的竞争力,超越和扬弃私有制的逻辑,发挥出国有经济的优势。

In socialist Market economy, the dominating role of the state-owned economy is related to the basic economic system of the primary stage of socialism and China’s special developmental stage. To correctly understand the dominating role of state-owned economy, we must get rid of some partial views to discriminate state-owned enterprises, stick to the internal demands of the basic economic system in the primary stage of socialism and China’s reality, reform the structure, system and mechanism of state-owned economy, enhance the vitality, domination and influence of state-owned economy, improve the competitive of state-owned economy and put the advantages of state-owned economy into full play.
