科学发展观指导下的政府创新：一个基本评价

A Basic Appraisal of the Government Innovation under the Guidance of the Concept of Scientific Development

文章对近年来围绕科学发展观进行的政府创新进行了总结和初步评价。科学发展已经成为了中国政府创新的核心理念,深化了对政府创新的理解,在不同层级政府的创新活动中起到了引导和规范作用。在中国的背景下,科学的政府创新应该实现改善政治体制运行、提高体制能力、顺应社会经济发展要求的目的。同时,要避免把创新等同于"政绩工程"的"折腾"倾向。

This paper summarizes and evaluates the discussion of government innovation centered around the concept of scientific development. The concept of scientific development, as the core idea in China’s government innovation, has deepened the understanding to government innovation and played a guiding role in different government innovation. In China, scientific government innovation should realize amelioration of political system, improve system capacity and meet the requirement of social economic development. At the same time, the tendency to treat innovation as the "image project" should be avoided.
