The Impact of Low-carbon Economy on Employment and Its Policy Responses

低碳经济是对传统经济发展模式的扬弃,经济低碳化带动就业低碳化。现阶段,我国"高碳"就业在能源和气候危机的双重压力下变得难以持续,国际社会"绿色新政"为就业转型提供财政和税收支持,带来的就业变化显而易见。低碳经济是覆盖所有行业的发展模式,劳动力流向低碳产业需要低碳技术创新和制度创新,农业低碳化,建立城乡共生的就业环境和低碳经济市场,以实现绿色就业。

Low-carbon economy is counteraction of traditional economic development. At present, China＇s intensivecarbon employment isn＇t sustainable under the pressure of energy resources and environment. International society has introduced ＂Green New Deal＂ to help employment by way of finance and taxes and has made some progress in employment. Low-carbon economy includes all industries. In order to lure labor into low-carbon industry to achieve ＂green job＂ and it needs innovation of low-carbon technology and policy-making, low-carbon agriculture, building up employment environment of urban-rural symbiosis and market of low-carbon economy.
