云南旅游业可持续发展障碍及对策

THE BARRIERS AND COUNTERMEASURES OF SUSTAINABLE TOURIST DEVELOPMENT IN YUNNAN PROVINCE

针对云南旅游业发展的实际，指出了云南旅游业可持续发展存在着旅游业是无烟工业、旅游业是抵投入、高产出的劳动密集型产业和旅游资源可永久利用等思想意识障碍，从业人员和管理人员素质低以及旅游者不注重保护等行为障碍，缺乏统一规划引导和多头管理等管理体制上的障碍，还有生态环境障碍等，进而提出了要认真做好规划布局和分期分批地规范有序开发，提高公众认识水平，做好环境审计评价和管理工作，对旅游投资管理者进行资质审查与分等定级，提高经营者素质，倡导生态旅游并提高公众认识，增收旅游环境损耗补偿费和旅游开发费等对策措施，以促进云南旅游业可持续发展。

Based on the situation of tourism development in Yunnan, it is thought that following barrier factors exit in tourism sustainable development. First, ideology barrier, include some flase conceptioris such as 1) tourism industry is a non-smoke industry, and dose not pollute the environment; 2) tourism industry is a low input, high output and labor-intensive industry. 3) tourism resource are exhaustless and can be utilized perpetually. Second, behavior barrier, include. 1) radomly making decision and developing. 2) low quality of panical workers in tourism industry with bad influence upon tourists. 3) unsuitable behavior of some tourists. Third, management system barrier, include 1) lackness of comblete plan, and unitary guality of developing function. 2) multiple decision -making department, and disorder management. Fourth, tourism eco-environment is damaged. Some measares for sustainable talurist development in Yunnan are put forward: 1) to make plan properly and apply it step by, step. 2) to make environment evaluation, approval and management well. 3) to investigate investors' qualification and grade them. 4) to improve the qualities of workers of tourism industry. 5) to advocate eco-tourism and improve the public's awareness. 6) to collect expense of development of tourism resources.
