Optimization of government decision - making mechanism is one of the important parts to deepen government system reform and it provides necessary systems guarntee for construction of the socialist harmonious society. Fair, rational and efficient public poli- cies play important roles in solving social contradictions, rearranging public benefits. In order to push forward optimization of government decision - making mechanism, we must strengthen concerning systems construction on the basis of deliming its implications and establishing its judging criterion.
