文章从环境保护、生产安全、社会保障、基础教育、土地管理及农地保护等方面入手,探讨了中央和地方监管权的分界。由于不同领域的性质各不相同,中央和地方的权力界限也有所不同。总的来说,中央有必要将自己的权能限于必要的范围;中央和地方权限的具体划分则应根据效率原则,通过基本法律加以合理确定。

This article probes into the issue of central and local separation of powers of supervision from the aspects of environment protection, production safety, social security, basic education, land management, and farmland protection. Due to different nature of different field, the central and local power boundary is also different. In a word, the central government should limit its power to necessary range; the separation of powers should abide by efficiency principle and defined by basic laws.
