制度是思想观念的外化。要深入了解新中国文化管理体制的形成,须先考察其思想理论根源。新中国文化管理体制的思想理论基础,首先是马克思主义作为全党全国各项工作指导思想的确立,其次是中国共产党关于文化与政治关系的基本认识,其核心是关于文化的功能定位问题,第三是关于文化与人民关系的认识,第四是中国共产党对知识分子地位、作用的认识。党对上述四个方面问题的认识,构成了党的基本文化思想和文化理论。新中国文化管理体制的基本框架及其背后的基本文化理念在延安时期已臻成熟,延安时期形成的文化体制,在相当大程度上决定了新中国文化管理体制的基本性质、基本特征和基本面貌。

System is the representation of the ideology.To deeply understand the formation of China's cultural administrative system,we should first investigate its theoretical roots.The theoretical foundation of New China's cultural administrative system is,firstly,the establishment of Marxism as the guiding thought;secondly,the basic knowledge of culture and politics by the Chinese communists,the core of which is the issue of cultural position;thirdly,the knowledge of the relation between culture and people,and the fourthly,the knowledge of the Communists about the intellectual's position and role.The knowledge of the above four aspects constitutes the party's basic cultural thought and theory.The basic frame of the New China and the basic cultural ideas in fact had become mature in the period of Yan'an.The cultural system at that period had determined the basic characteristics,features and structure of the system of New China's cultural administrative system.
