对我国农业政策核心目标定位的思考

THINKING ON ORIENTATION FOR THE CORE AIM OF AGRICULTURAL POLICY IN CHINA

农业发展事实上的多元化政策目标，客观上需要有一个核心目标统领之。本文在对我国农业政策核心目标设置的两种代表性观卢、进行理论分析的基础上，指出两种核心目标蕴含着农业形势的不同价值判断，反映着不同的利益指向和代表着不同的经济发展战略，要促成我国农业的良性发展，必须重视农民的经济理性，把核心目标定在增加农民收入上，并为实现其它目标奠基铺路。

The pluralistic policy in fact of agricultural development objectively needs a core aim to command. This article, on the basis of theoretically analysing two types of representative viewpoints on installation of core aim of agricultural policy in China, shows that two types of core aims contain different value judgement of agricultural situation, reflect a different benificial direction and represent a different stratege of economic development. In order to facilitate good development of Chinese agriculture, we must pay attention to the farmer's economic reason, and the core aim is demarcated in increasing farmer's income, lay a foundation and pave a road for realizing other aims.
