摘要
分析了我国对水环境管理的发展过程和我国目前水环境总量分配的一般原则和在此基础上的技术原则,提出了目前水环境总量分配中存在的不足和问题,并给予了解决相关问题的建议。
The process of our country＇ s water environmental management and also the general and technical principles of current distribution of total water environmental capacity are analyzed. Followed by current problems and weakness pointed out, suggestions are given to solve relative issues.
