民族区域自治地方的人口与计划生育管理配套立法应当在立法的特殊性原则、结合实际分类指导原则、人口增长应与经济和社会发展相适应原则的指导下,构建有利于民族区域自治地方充分行使自治权的立法模式,从根本上厘清中央与民族区域自治地方的立法权限问题,并对现有法律、法规、规章中未体现民族区域自治地方人口与计划生育管理特点的内容依照立法程序予以修订,尽快完善民族区域自治地方人口与计划生育管理的措施,充分保障民族区域自治地方人口与计划生育管理自治权的有效行使。
