近5年来,我国学术界及政界讨论最热烈的一个议题,乃我国经济的结构调整以及发展模式转变问题。发展内需以及产业向高增值、高科技含量和资本密集型方向转变成为共识。一些重要经济地区的领导,如广东省近两年来提出珠三角要"腾笼换鸟",引起目前珠三角的主导制造业──劳动密集型出口加工企业界的恐慌。对这些广大第三世界国家求之不得的工业,我国是否应抛弃?对我国最具优势和可持续发展的经济及产业政策,应如何推行?文章的简单答案是:紧依国情,寻求经济均衡发展。

In the past five years, economists and politicians have debatcd on China＇s imminent economic restructuring and touched on issues like： domestic demand as the major development driver and a shift towards high value-added and high tech industries. Labour-intensive export-oriented industrialization has been taken as a suc- cessful model for fast track development in the Third World. Should China cast it as irrelevant in its future growth？ The paper debates on what will be sustainablc economic development for China and concludes that the country should pursue a strategy of balanced growth that suits the country＇s reality.
