摘要
政府与市场同为支配区域人力资源流动的重要手段,如何科学地运用这两种手段实现人力资源的合理流动成为学术界探讨的重点。研究发现,当特定区域建立了良好的市场制度,具备较高的互信互利,拥有充足的资金来源以及互补的产业结构时,市场应当在里面起着主要作用;反之,当特定区域欠缺经济制度的供给,参与成员利益受到制约,经济基础条件较差,经济结构互补本质上还仅仅停留在商品的互补性时,政府就应当作为主力成员调控区域间的人力资源流动。论文随后对我国现阶段的区域人力资源流动规划工作提出了自己的对策建议。
As far as the flow of regional human resource is concerned, Government and the market are the two most important disposal force, how to scientifically use of these two kinds of means to achieve the rational flow of human resources became the focus of this paper. The study found that when a specific area to establish a good market system, with a high mutual trust and benefit, with adequate sources of funding and complementary industrial structure, the market should play a major role in it; the other hand, when the lack of a specific area of economic systems supply, the interests of participating members were constrained in terms of poor economic base, economic structure complementary in nature at only a complementary product, the government should, as among the main members of the regulatory regions of human resource flows. Subsequent papers on China's current stage of regional human resources work flow planning their own countermeasures.
