阐述了评价指标体系的构建原则,通过对农村综合防灾减灾能力的界定,结合我国农村灾害的特点,建立了农村综合防灾减灾能力评价指标体系,为今后农村综合防灾减灾能力建设提供科学依据。

This paper expounds the construction principle of assessment index system,and through the definition of rural comprehensive disaster prevention and mitigation capability,and connecting with the characteristics of rural disasters in China,establishes the rural comprehensive disaster prevention and mitigation capability assessment index system,which provides the scientific reference for the construction of rural comprehensive disaster prevention and mitigation capability.
