摘要
[目的]从源头控制职业病危害,完善化学中毒应急救援体系建设。[方法]对江苏省生产、使用化学品的8708企业的基本情况和职业病防治现状进行调查分析。[结果]江苏省苏州、无锡、常州三市生产、使用化学品的企业占全省该类企业总数的67.4%;该类企业共有职工137.58万人,其中69.9%分布在苏州、无锡、南京三市。所调查的企业中,未进行危险化学品登记者占23.2%;无安全管理制度和操作规程者占28.0%;未向职工提供化学品安全说明书(MSDS)者占30.0%;未开展安全培训者占31.7%;作业场所无防护设施者占18.0%;未进行监测者占52.3%;未开展职业健康体检者占42.9%;无中毒事故应急救援预案者占37.8%;无紧急处理设备者占32.2%。[结论]江苏省化工企业主要集中在苏南地区。其中企业作业场所化学品监测和职工健康监护方面的问题比较突出,亟待改进。
To control the occupational disease from its sources and to improve the chemical poisoning emergency rescue system. [ Methods ] The basic information of 8 708 chemical enterprises in Jiangsu Province and their present situation of occupational disease prevention and control were investigated and analyzed. [ Results ] There are all together 1,375,760 employees in all investigated enterprises. A major portion as 67.4% of the enterprises are located in Suzhou, Wuxi and Changzhou, whereas 69.9% of the employees are working in Suzhou, Wuxi and Nanjing. Within the 8 708 chemical enterprises, 23.2% have not registered as hazard chemical enterprise, 28% do not have any safety management system and specifications for safety operation, 30% have not provided material safety data sheet( MSDS )to their employees, 31.7% have not provided safety training, 18% do not have any workshop protection facility, 52.3% have not carried out any surveillance, 42.9 % have not organized occupational physical examination for their employees, 37.8% do not have any emergency response plan for chemical poisoning accident, and 32.2% do not have any emergency response facility. [ Conclusion ] The chemical enterprises in JiangsuProvince are mianly located in southern Jiangsu. There are some very serious problems in worksite chemical surveillance in these chemical enterprises and in employee' s health monitoring, hence there are so much works to do for the improvement.
