The application of value engineering in management of advantage item and potential advantage item is researched, the basic principles of value engineering are introduced, and the working content and procedure of value engineering in the management of advantage item and latent advantage item administration are studied in detail. Project function system and their cost are analyzed according to VE theory, the advantage item and potential advantage item management function appraisal model and the value assessment method are established, and the value engineering activity organization system and the operational mechanism are proposed. It is concluded that the value engineering not only can be applied in the selection and optimization of system management program of advantage and potential advantage item, but also in the program analysis and program optimization of the implementation phase of any subsystem. Managers should study deeply and give a deep understanding of the theory and application of value engineering, and enable this management technology to obtain a more widespread application..
