进入20世纪80年代以来,全球大多数国家都在积极探索和推进基础设施的投融资体制改革,各国的实践充分证明,这是一次投融资能力扩张与效率增进的历史性变革。其中有很多成功做法和宝贵经验值得我们学习和借鉴。文章将对国外基础设施投融资体制改革的动因、改革历程、主要做法及经验等进行全面系统的梳理和总结,希望通过这种研究能对我国当前市场经济条件下城市基础设施投融资体制改革有所启迪和借鉴。

Since 1980s, most countries have positively explored and advanced the infrastructure investment and the financing system reform. The various countries＇ practice has proved that this is the historical transformation for the investment and financing ability expansion and the efficiency promotion, in which has many successful model and the valuable experience worth for us. This paper systemically researches and analyzes the reason, course, reform main procedure and the experience of foreign infrastructure investment and financing systems reform, in order to offer some enlightenment and reference on infrastructure investment and financing systems reform in China.
