日本能源安全保障分析

Analysis on How Japan Ensures Its Energy Security

自1973年第一次石油危机爆发以来,能源安全问题日益受到世界各国的高度关注。由于能源极度匮乏,日本尤为重视能源安全问题,并在能源安全保障方面走在世界前列,成为全球能源安全保障的典范。文章分别从海外能源获取、能源供应品种的多元化、进口来源地的多元化、能源节约和能源储备等方面入手,分析了日本能源安全保障状况,总结了其保障能源安全的相关经验,并针对当前我国能源安全存在的问题提出了相应建议。

The energy security issue had gained widespread attention since the outbreak of the first global oil crisis in 1973. Japan, as one of the most energy scarcity countries in the world, put great efforts to ensure its energy security after the first oil crisis and also made quite big an achievement. This paper analyzes at first the history of Japan on ensuring its energy security from aspects such as overseas energy procurement, diversification on provision of energy products and energy importing countries, saving energy and energy reserves, and then summarizes Japan＇s successful experiences. Finally, several suggestions are proposed for energy security issues in China.
