联营与双边混合交易模式下结算盈余的分摊方法

摘要 随着电力市场改革步伐的加速,电力市场中节点边际电价体系将逐渐替代统一清算价格体系,但是其边际定价的特性会导致电力市场的结算盈余。为此,首先在理论上阐述电力市场结算盈余产生的根本原因并重点考虑亟待解决的网损盈余问题,然后采用一种独立于平衡节点选取方法分析出边际网损电价,并以支路耗散功率理论为基础结合最优潮流求出每笔交易分摊的平均网损值,由此将结算盈余合理分摊到了每笔交易。数值算例结果表明,所提出的盈余分摊方法在确保收支平衡的条件下,能够反映经济激励信息,而且计算简单,易于应用。 With the accelerating pace of electricity market reform in the power market, it is inevitable that substituting locational marginal price for unite market clear price,but as it's marginal cost there will be settlement surplus problem. Frist the basic source of the settlement surplus was expatiated, and then the marginal loss price was analysed with an price decompose model independent of the reference bus choice, in succession according to the branch imputation power theory, the average loss in the settlement was allotted to all transcation, finally the markt settlement was allocated to the mark participator. Numerical examples showed that the method that allocated the surplus to all transcation in the power market can reflect the market information ,and promised the balance of payments. Also the method is simple in computation and easy to application.
