针对山西清洁能源区建设战略构想，根据电力产业政策和技术政策，分析了国内外洁净煤发电技术的发展动因和发展动态，并就清洁能源区建设提出了一些建议和设想。

It is analyzed in this paper why the clean coal technology occurs and how it is now in China and all over the world by the policy of electric power development.The writer thinks that the proposals and suggestions may be useful to the clean energy region of Shanxi Province which is set up this year.
