后农业税时代村民自治组织发展的对策分析

The Countermeasure Analysis of Village’s Autonomy Organization in the Post-agricultural Tax Era

后农业税时代,为了改进村民自治组织面临政治权威不足、经济基础薄弱、农村人才外流、法律相对滞后等一系列新问题,必须加强村民自治组织的经济基础,化解村级债务;积极推进村民自治法律系统化和村民自治规范化;在发展农村社会事业中提升村民自我教育、自我服务水平,赢得农民的政治认同;在农村综合改革中构建新型乡村关系,破解"两委"关系难题;建立和完善村民自治组织的制衡机制和监控机制。

This text thinks that we must strengthen the economical foundation of the villager＇s autonomy organizations, defuse the village debt, actively promote the systematization of law and the normalization of the villager＇ s autonomy.We also must improve the level of villager＇ s self-educating and self-service to gain peasants＇ political identity,construct new-type administrational relationships in rural synthetical reform to solve the difficult relation problem of the two rural committees. The balance mechanism and supervision mechanism of the villager＇s autonomy organization must be established and perfected as well.
