通过对淮安市盐化工区洪泽片区从资源优势转化为经济优势的角度,确定了统一规划、分区建设的总体思路。并经过对国内外盐化工发展趋势分析,提出了化工基地整体功能定位,论证了在洪泽片区进行三大中心建设:即大型盐化工产品生产中心、先进盐化工技术研发中心和盐化工产品流通信息中心;并提出将淮安市盐化工区洪泽片区的产业定位在:基础原料产业、两碱及其下游产业、精细化工和合成材料三大主导产业。同时提出了近期的重点招商项目。

From the superiority transformation of the resources to the economic, a general idea of unified planning and construction division is formed by Huai＇an Salt Chemical Industrial Park of Hongze area.Besides, from the analysis of the development trend of the salt industry at home and abroad, the orientation of the overall function of chemical bases is proposed and three central construction is demonstrated in Hongze area, namely, the large-scale salt chemical products manufacturing center, the advanced salt chemical technology of R ＆ D Center and the Circulation Information Center of salt chemical products. Also the Orientation of Huai＇an Salt Chemical Industrial Park of Hongze area is put forward as the three leading industries. They are the basic raw material industry, two Alkali and its downstream industries, fine chemicals and synthetic materials industry. Meanwhile, the key industrial investment projects are developed recently.
