科学发展观是指导今后我国经济和社会发展的根本指导思想。在对传统土地利用规划反思的基础上,初步阐述了在科学发展观指导下新型土地利用规划的内涵和基本框架,提出了新形势下编制土地利用规划的见解和主张。

The scientific development view is the basic guiding ideology of Chinese economic and social development in the future. On the basis of reflection of traditional land use planning, the concept and basic frame of new land use planning under guidance of scientific development view are dicussed. The opinions and advocates of compiling the land use planning under new situation are put forward.
