长江抗洪抢险给黄河防洪的启示

Enlightenment of the Yangtze River Anti-Flood and Embankment Emergency to the Yellow River

基于１９９８年长江抗洪抢险中的经验和暴露出的有关问题，对黄河防洪进行了思考，提出了在洪水分析、水文预报、防洪工程建设和依法防洪等方面的若干建议：防洪方案的制定，一定要立足于最不利的情况；及时准确的水文预报至关重要，要下大力气研究黄河流域的产汇流规律；要着力建设完善的防洪体系；在防洪工作中，要时刻树立“防重于抢”的意识；防洪工作一定要做到有法可依，执法必严。

Flood prevention in the Yellow River is deeply considered on the basis of experiences and problems appeared during anti-flood and embankment emergency rushing in the Yangtze River in 1998, and some recommendations for flood analysis, hydrological forecast, flood prevention project construction, flood prevention law and others are put forward as follows: decision for flood prevention plan should be based on the most disadvantageous conditions; accurate hydrological forecast without delay is very important and to do much to study runoff producing and concentration in Yellow River basin and much attention should paid on perfect flood prevention system; thinking of“prevention is much more important than rushing emergency' should be kept in mind all the times in flood prevention; and there should be relative laws to be strictly administrated in flood prevention.
