摘要
从1998-2003年《中国火灾统计年鉴》和2004-2007年《中国消防年鉴》以及网络调研的重特大火灾案例数据中,挑选了有比较详细的消防响应情况的案例112起,分析了我国当前消防响应中存在的主要问题,利用火灾发生发展以及消防科普教育、消防安全管理等相关理论,对这些问题产生的原因进行了讨论,并给出了相应的对策。该项研究可以为我国城市消防安全保障能力评估等提供研究基础,并可供相关消防管理部门在制定消防力量规划、设计、建设实施、管理维护等决策时提供参考依据。
112 cases of serious fires chosen from the 1998--2003 year book of ＂China Fire Statistics＇and the 2004- 2007＂China Fire Year Book＂are analyzed. There is detailed in formation of fire response of these cases. The main and important fire response problems existed in these cases are summarized and analyzed. The reasons resulted in these problems are analyzed and related countermeasures should be used to avoid the occurrence of these problems are given according to the theories of fire occurrence and development, life safety public education and fire safety management. The results can be the basis of the study on assessment of city fire safety protection capability, and also can be the reference to related fire management organizations to constitute the measures of plan, design, construction, management and maintenance of fire covers.
