如何做好入境人员传染病监测及后续监督管理工作

How to do good infectious diseases monitoring and follow-up supervision work among entry-exit personnel

目的通过分析山东国际旅行卫生保健中心日常体检过程中检出一名HIV阳性感染者的事例,分析目前在加强入境人员传染病检测及后续监督管理工作的过程中存在的尚需完善的方面。方法通过分析该名HIV阳性感染者流行病学资料,探讨其在归国4年间未能及时检出HIV的原因,分析存在的漏洞和隐患。结论强化口岸入境人员传染病监测及后续管理工作,不但需要加强口岸检疫查验措施,更要形成口岸查验部门与保健中心等疾病监测部门的协调联动,加大传染病、特别是高风险传染病(包括慢性传染病)疫情的宣传咨询力度,才能切实做好入境人员传染病监测及后续监管工作。

Objective Explore problems existing in infectious disease detection and follow-up supervision among entry-exit personnel through analyzing a HIV positive case found in Shandong international travel healthcare center. Methods Explore the reasons of failed detection during the 4 years at home and analyze the existing loophole and hidden risks by studying epidemiologieal data of the infected person. Conclusion To strengthen infectious disease monitoring and follow-up management, we not only need to strengthen port inspection and quarantine measures, but also form coordinated mechanism between port inspection department and disease monitoring department such as heahhcare center, step up efforts on dissemination and consultation of infectious disease esoeeially high-risk infectious disease which also including chronic infectious disease.
