对柳州市防御大于50年一遇洪水措施的探讨

Probing into the defensive measures of a flood larger than that with a frequency of 1/50 in Liuzhou city

分析了广西柳州“９６·７”，“９４６”洪水组成，提出了在柳江上游建洋溪、江底、拉友、落九等防洪水库，指出防洪水库蓄洪不贮洪，下游洪峰过后则放空水库，水库淹没是暂时的，并对临时淹没提出处理意见，这样可把柳州市防洪标准从５０年一遇提高到２００年一遇。

The authors analysed the flood composition of Guangxi Liuzhou city '96.7'/'94.6' flood,and proposed the measures of rising Liuzhou city flood proofing standard to frequency of 1/200 from 1/50,that building the flood proofing reservoirs of the Yangxi , Jiangdi,Layou and Luojiu in the Liujiang river upper reaches.These reservoirs store flood but don't keep the water, and empty the flood detention storage after flood peak,thus the submergence is temporary.They also proposed the processing measures.
