摘要
对突发公共事件的反应速度和决策处理能力是衡量政府应急管理有效性的重要指标。本文描述了公共突发事件的特点与现状,针对常见的问题提出了应急联动的概念,并对以应急警务为基础的城市应急联动与指挥系统进行了分析。
The speed of response and ability of decision making and processing are important indexes to measure the effectiveness on government＇s emergency management. This article described the features and current situation of public emergency, put forward the concept of emergency response coordination against frequently asked questions, and analysed the urban system of integrated emergency response based on police emergency.
