Deepening of Social Public Security System Reform:Emphasis and Object

在社会转型期,社会治安体制急需从多个方面进行改革,比如城市管理、消防、交通管理、社区矫正、保安行业管理等等。结合社会经济变迁的趋势来看,在未来的五至十年里,中国社会治安体制的建设需要着力于"严厉打击刑事犯罪"、"加强社会治安防控体系建设"、"推进社区警务战略"、"完善社区矫正制度"、"加快保安行业制度改革"等方面的工作。长远来看,中国社会治安体制应该坚持社区导向,着重发展社区警务战略和社区矫正工作,建立与新型社区管理体制相适应的社区治安管理机制。

In social transformation period, the social public security system should reform from many aspects： city management, fire, traffic management, community correction, security industry management and so on. In the coming 5 to 10 years, social public security system construction in China should pay attention to severely striking criminal offense, strengthening social security and controlling system construction, promoting community police strategy, perfecting com- munity correction system, speeding up security industry reform according to social economic changes trend. In long run, social public security system in China should insist community guidance, emphasis on community police strategy and com- munity correction work, and build community public security management system adjustable to new type community man- agement system.
