对现阶段群体性事件的多维审视

Study on Present Group Events from Multi-dimensional View

当前,一些地方因企业改制、行政执法、医患纠纷、交通事故、劳资矛盾等多种原因引发的群体性事件仍呈上升之势。公安机关为依法、及时、妥善地处置群体性事件投入了大量警力,付出了艰辛努力,同时也积累了宝贵的工作经验。如何认识群体性事件,如何应对群体性事件,如何从源头上减少群体性事件,如何在处置群体性事件中提高应急能力和水平等问题是各级公安机关面临的现实课题。

At present, group events aroused by kinds of reasons, such as enterprises restructuring, doctor-patient dis- pute, traffic accidents, labor-capital contradiction, which are in a rising trend. The public security organs have put large am- ount of police forces to deal with the appropriately and timely according to the law. Arduous efforts have made, meanwhile treasurable experiences have been accumulated. The public security organs at all levels are facing the practical questions, which are how to understand, deal with and decrease mass events from the origin, and how to improve the ability adn level to deal with group events.
