Cultural Review and Reconstruction of Undergraduate Teaching Evaluation

摘要 本文通过分析本科教学评估制度层面和操作层面存在的问题发现,由于认识上的误区,导致公众对评估产生质疑,而办学自主权的缺乏、学术自律机制与质量意识的缺失、过于集权的高教管理体制、单一的高教分类分层系统和资源分配机制是产生问题的深层次原因。因此,从集体主义的文化视角来透视我国本科教学评估特有的问题,构建以本科教学评估的外部质量保障体系意义重大。 By analyzing the system-level and operation-level problems of undergraduate teaching evaluation, this paper concludes that the misunderstanding is the main reason for the fact that the public have doubt about evaluation, and the deep reasons are the lack of school autonomy and academic self-regulatory mechanism and quality awareness, the overly centralized higher education management system and single hierarchical classification system of higher education and resource allocation mechanism. All these have close relations with the traditional culture of collectivism in china. Therefore, studying the specific problems of undergraduate teaching evaluation from the cultural perspective of collectivism has great significance on the construction of localization external quality assurance system.
