摘要
运用数据包络分析与麦氏指数(DEA-Malmquist),从"技术效率"、"技术变动效率"和"全要素生产率"三个方面,对我国34个城市从2005年到2007年的物质代谢效率进行实证分析,结果表明:物质代谢效率的总体水平不高,被评估的34个城市中有19个城市在评价期间是无效率的,主要分布在西部地区;并且整体而言,"全要素生产率"和"技术变动效率"要优于"技术效率";结果还表明:34个城市物质代谢的"技术效率"普遍处于中等水平,没有呈现出明显的空间分布差异,但是"技术变动效率"则在长三角地区的城市中体现出较为明显的优势,最后,提出了针对性的建议。
Urban material metabolism efficiency of 34 Chinese cities was evaluated based on the method of DEA-Malmquist ( Data Envelopment Analysis Malmquist) from 2005 to 2007. The result showed that, in general, the efficiency of urban material metabolism of China was low, and during the year from 2005 to 2007, there were 19 no-efficient cities based on the comparison of Total Factor Productive (TFP) and Technical Efficiency Change (TECH). The 15 efficient cities were located in South Fujian, Middle South and Northern China. The result also showed that the efficiencies of TFP and TECH of urban material metabolism were better than the TEC ( Technical Efficiency). The technical efficiency of most cities was moderate (from 76 to 80) and did not present significantly space discrepancy. Nevertheless, the cities of West China, such as Chongqing and Lanzhou, had better technical efficiency and the cities of northeast also had better technical efficiency. What's more, as far as the technical efficiency change was concerned, the cities in the Yangtze River Delta present better efficiency, while the cities in South Fujian presented low TECH. Finally, suggestions on promoting the efficiency of urban material metabolism were put forward. The space discrepancy of Total Factor Productivity and Technical Efficiency Change did exist, therefore, effective supporting measures should be taken to promote the material metabolism efficiency of West cities in China, and meanwhile, forceful policies also should be taken to encourage the industrial upgrading and the development of Circle Economy in South Fujian and the Yangtze River Delta.
