摘要
随着全球化进程的加快和知识经济的发展,文化创意产业在全球蓬勃兴起,并已成为国际大都市产业发展的新趋势。黑龙江省在动漫产业快速发展的同时,存在着文化产业挖掘深度不够、专业的创意人才和品牌优势缺乏、知识产权保护不完善等问题。黑龙江省发展文化创意产业的战略规划是:充分利用地理优势,深度挖掘龙江文化;实施品牌战略,加强品牌保护;实施"人才兴文"战略,培养出既立足本土又有国际视野的创意产业人才。
With the quick development of globalization and intellectual economy, cultural and creative industry has flourished all over the world, and become a new trend of cosmopolis industry. In Heilongjiang Province, the cartoon industry develops very quickly; while some problems still exist, i.e. the profundity of cultural industry is not enough, professional creative talents and brand advantage are absent, protection of intellectual property is imperfect, etc. Hence, the strategic planning of developing Heilongjiang cultural and creative industry is to employ geographical advantage fully to develop Heilongjiang culture, to take strategies of brand and talents booming culture to cultivate the talents of creative industry with both native and international views.
