摘要
本文在分析当前我国电力企业人力资源存在的问题的基础上,结合建立人力资源总体目标、创新人才流动机制、建设专业人才队伍、实施核心员工特别策略四方面内容,阐述了构建人力资本优势的方式,从用人机制、激励机制、人员素质培养三方面分析构建人力资本优势中需要注意的问题。
On the basis of analyzing the current problems of human resources in China' s power enterprise, this thesis combined with four aspects of the establishment of human resource overall objective, creation of talent flow mechanism, construction of professinals and implementation strategy for the core staff, expouneded the approach of building human capital advantages. 1"hen it focuses on researching talent flow mechanism analytical framework and core staff strategy. Finally, it analyzes the problems of building human capital advantage based on employment mechanism, incentive mechanism and personnel quality training.
