论地方政府能力的现状、影响因素及其提升

On the Status Quo,Influential Factors of Local Governments' Capacities and Its Upgrade

20世纪后期特别是90年代以来,政府能力问题日益受到人们的重视,出现了大量的研究成果。地方政府能力是政府能力的重要内容。经过几十年的发展,我国地方政府政府能力取得了长足的进展,在能力总量、能力结构,制度化程度等方面都有了明显的进步。然而也存在很多不足,主要表现在法治化程度不高,行为还不规范,能力结构还不合理等。在提升地方政府的能力方面,应该进一步转变政府职能,深化财政体制与政绩考核制度改革,加强对政府权力的制度化监督与制约。

Since the late 20th century, especially since the 1990, whether the government has its capacity has attracted an increasing attention, and a large number of scholars focused on it. The ability of local governments is an important aspect of government capacity. After decades of development, local governments＇ capacity in China has made considerable progress in the total capacity, capacity sections, institutionalization and so on. However, there are still much to be desired. The main manifestations of these shortcomings include the low degree of rule-of-law, the governments＇ bad behaviors, the unreasonable capacity sections, etc. In enhancing the capacity of local governments, we should further change the functions of the government, deepen fiscal system restructuring, perfect the leading cadre assessment system, enforce stricter restraint and oversight over the power of government in accordance with rules and regulations.
