摘要
对引发足球赛事公共安全问题的因素进行归因分析,结果表明:拥挤、建筑安全、球迷骚乱等是足球赛事公共安全问题的主要因素和造成人员伤亡的直接原因;同时从建立赛事公共安全的预警机制、反馈机制、处理机制等方面提出应对思路,力图为维护赛场秩序提供科学依据。
In the attempt of providing scientific basis for rectifying and maintaining football ground order,the paper makes an attribution analysis about these factors by using statistics and comparative analysis.The findings indicate that congestion,construction safety and riots of fans are the key factors for the public safety of football matches and also the direct cause of casualty.In addition,it puts forward the counter-measures as establishing mechanism for predicting,feedback and managing.
