校院两级管理体制下我省高校财务管理问题探讨

Financial Management of Qinghai Province under both University and College Management System

随着西部大开发战略的推进,青海省经济得到高速发展,省内高校的办学规模不断扩大,高校现行的财务管理体制已难以适应发展的要求。本文从目前我省高校财务实行"集中管理"带来的弊端入手,结合我省高校实际,对现行财务管理体制等方面存在的问题进行了分析,提出了推行校院两级财务管理模式的具体措施。

The economy of Qinghai is developed at a high pace with the persue of Western Region Development of China, the size of local universities and colleges is being continuously expanded, therefore, the prestent financial management system of institude of higher learning is finding it hard to cater for the needs of development. This thesis analysis the problem of present financial management system from the pitfall of centralized management, and put forward a detail measure to persue the double - leve financial management system of university and college .
