增长与共享——基于内蒙古经济增长与城乡居民收入增长的关系研究

GROWTH AND SHARING——A RESEARCH ABOUT THE RELATIONSHIP BETWEEN ECONOMIC GROWTH AND INCOME INCREASE OF BOTH URBAN AND RURAL RESIDENTS IN INNER MONGOLIA

经济增长出发点和最终的落脚点都应该是提高人民群众生活水平,而经济增长与居民收入增长的不同步将影响经济和社会的可持续发展。笔者从经济增长与收入分配的一般原理出发,通过对1990年以来统计数据的分析,研究内蒙古经济高速增长背后存在的经济增长与城乡居民收入增长不协调的问题,进而提出健全内蒙古经济增长成果城乡共享机制的对策,即以科学的发展观指导内蒙古经济快速发展;转换收入分配政策导向,理顺经济增长与收入分配的关系;统筹城乡发展,提高城乡居民收入等五个方面。

The ultimate goal of economic growth is to raise the living standard of the people, but the unsynchronized growth between economy and resident income will affect the sustainable development of economy and society. By making use of the general principle of economic growth and income distribution, the author of the article analyses the statistics since 1990 and studies the incoordination between the speedy economic growth and resident income in Inner Mongolia, and then suggests the perfection of the rural and urban sharing mechanisms of economic growth, that is, to guide the rapid economic growth in Inner Mongolia with the outlook of scientific development, improve income distribution policy, smooth the relationship between economic growth and income distribution, make an overall plan of rural and urban development and increase the resident income.
