城乡教育统筹是城乡统筹的重中之重,城乡中小学教师编制统筹是城乡教育统筹的必然要求。我国中小学教师编制"城乡倒挂"现象加剧了城乡教育的不均衡,亟待统筹城乡中小学教师编制。必须确定科学合理的农村中小学教师编制标准、对中小学教师编制进行动态管理、设置中小学教师流动编制、充分发挥国家"特岗计划"的调控作用从而推进城乡教育均衡发展。

We must ascertain a scientific and reasonable rural areas of the middle and primary school teachers＇fixed quantity standard, carry on the dynamic management, set up mobile middle and primary school teachers＇fixed quantity , produce a marked effect of regulation of the exceptional post teacher plan sufficiently to advance the balanced development of education between town and rural.
