A Research on the Open Lists of GPA Members' Sub-central Governments

中国已正式启动加入GPA的谈判,这是我国加入WTO之后在对外经贸领域开展的又一项重大谈判。继提出初步出价清单后,目前谈判的重点在于提出我国次中央政府的要价。依据GPA成员国开放清单,可以发现成员国要价存在一些规律:有健全的法律体系,充分利用了例外和保护条款,重点扶持国内中小企业等。这对我国当前的GPA谈判出价可得到一些启示:完善我国政府采购立法,充分利用发展中国家保护条款,重视幼稚产业和中小企业保护等。

China has officially started negotiations with GPA,which is, another major negotiation in the field of foreign trade after China＇s accession to WTO. Following the proposed list of China＇s initial bid, the current focus of the negotiations is to put forward our asking price of sub-central government. According to the open lists of GPA member states, there are some rules concerning the asking prices ： a sound legal system, take full advantage of the exceptions and protection provisions, focusing on support to domestic small and medium enterprises. China＇s current negotiations with GPA can get some inspiration from these rules： improving the China＇s government procurement legislation, take full advantage of the protecting terms for developing countries, and emphasizing on protection of infant industries as well as small and medium enterprises.
