饮马河流域生态调度补偿机制探讨

Study of ecological regulation compensation mechanism for Yinma River Basin

生态调度补偿是当前我国学术界和政府较为关注的热点问题之一,是当前实践中关系到生态调度能否真正实施的关键。生态调度补偿作为一种新型补偿方法,主要通过经济、政策和市场等手段,通过激励性和协调性制度安排,实现生态调度补偿的社会化、市场化和法制化,从而为生态调度的真正实施提供依据。以饮马河为实例,在分析国内外生态调度补偿研究进展的基础上,从生态调度补偿的理论基础和补偿原则出发,分析了生态调度补偿机制中的基本要素,包括补偿主体和补偿对象、补偿标准和生态调度补偿保障措施。

The ecological regulation compensation is one of the hot issues for Chinese academic fields and governments,being the key point for implementing ecological regulation.As a new economic compensation approach,the ecological regulation compensation could provide a feasible basis for realizing ecological regulation by means of taking measures in economy,policy and market and motivating and coordinating their socialization,marketization and legalization.After analyzing the research progress in terms of the fundamental theory and compensation principle,the authors determines the basic elements of ecological regulation compensation,for a study case of Yinma River basin,which include compensation body,compensation objects,compensation standards and guarantee measures.The compensation guarantee measures are described from three aspects： eco-compensation way,eco-compensation fund resources and laws and regulations.
