文化是城市的灵魂、根脉和生命力,城市文化建设则是一个城市综合竞争力和"软实力"的引领与支撑。历史文化名城的城市文化建设应遵循城市的历史文化脉络,按照市民社会的愿景需求,体现城市可持续发展的内在要求,打造主题鲜明的城市文化;并有效解决好城市文化主题的坚守与整体推进的关系、城市文化建设与市政建设的关系、城市文化建设政府主导与全民参与的关系。

Culture is the soul, the root and the vitality of a city, and urban culture construction ts the citys guidance and support of comprehensive competitiveness and ＂soft power＂. The urban culture construction of historical and cultural city should follow the city＇s historical and cultural context, meet citizen＇s social demands, reflect the inherent requirements of sustainable urban development, and create urban culture with a distinctive theme. Meanwhile, the effective measures should be taken to deal with the relationship between adhering to the theme of urban culture and the overall promotion, the relationship between urban culture construction and municipal construction, and the relationship between government domination and civil participation in urban culture construction.
