摘要
高校干部培训的行政化倾向而非市场化导向是影响其质量的主要因素。对培训需求与要求把握不准、对培训主体尊重不够以及培训资源整合的不充分是高校干部培训的主要不足。以需求为导向、以能力提高为首位、以开放竞争为手段是高校干部市场化培训的基本要求。思想观念的转变、体制机制的转变以及方式方法的转变是提高高校干部培训质量的关键。
The main factor affecting the quality is not the market orientation but the tendency of administrative training. The major shortcomings of university cadre training are incorrect grasping the demand and the request of training, inadequate respect for the subject of training, and insufficient integration of training resources. Demand--orientation, improving ability and open competition are the basic requirements of market-oriented training. The key to improving the training quality of universities cadres lies in the change of concept, system and mechanism, as well as ways and means.
