A Study of the Sustainable Development of the Community Co-management Model in the Nature Reserves of Yunnan

发展理论认为发展既是一种社会变革进程,也是资源规划和社会工程的一个技术问题。价值冲突学是发展理论的基础,认为在发展过程中不可避免地充满了利益获取。社会公正下的自然与社区和谐发展伦理,成为当下保护区管理的核心。保护区对生物多样性和生态系统的保护发挥了重要作用,同时也使周边社区付出了代价。保护区资源既是生态系统保护的基石,又是当地人维持生计、经济发展的依托,围绕着资源的控制权和所有权的争夺是保护区及周边社区冲突的根本原因。这些问题既有中国的普遍性又有当地的特殊性,研究其社区共管的可持续性具有现实意义和理论价值。

Development theory holds that development is both a process of social changes and a technical problem in resource management and social engineering. The theory of value conflicts which is the foundation of development theory holds that the process of development always faces the problem of obtaining interests. The ethics for a harmonious development of nature and community under the condition of social justice is the core for the management of nature reserves. Nature reserves play an important role in the protection of bio - diversity and eco - system. The resources in the nature reserves are the basis for the protection of the ecosystem and the foundation for the survival and economic development of the local people. The control and ownership of the resources is the major cause of the conflicts in the nature reserves and the surrounding areas. These problems are locally special and nationally universal. Thus, the study of the sustainable development of the community co - management model in the nature reserves of Yunnan has much practical and theoretical significance.
