松江区社区卫生医疗改革服务于民——以岳阳街道通波小区为个案

Community Health Reform Services Residents in the Songjiang District——A Case Study in the Songjiang District

自2005年6月,上海市委、市政府确定松江区作为全市三医联动综合卫生改革试点区以来,松江区将大力发展社区卫生服务作为切入点和突破口,启动了卫生综合改革,紧紧围绕"降低费用、提高水平、规范功能、加强管理"的目标,大力发展社区卫生服务。通过四年的改革、实践,上海松江区在社区卫生服务改革中具有丰富的经验,值得其他地区在社区卫生改革中借鉴。

Songjiang district had made great efforts in developing social health service, which was regarded as a breakthrough point since the Shanghai municipal government confirmed it as the pilot area of comprehensive reform on health in three medical linkage, June 2005. The government also launched the comprehensive reform on health and centered the goal of ＂raising the level and strengthening the management＂ by lowering cost and regulating function, so as to develop the social health service greatly. Through the four years reform and practice, Songjiang district had gained abundant experience in the reform , whose experience deserved to be learnt for other areas earnestly.
