With the development of globalization, energy safety has become an issue of universal concern. As important large petroleum importing nations, America, Japan, China and India have both competition and cooperation. The cooperation among large petroleum importing nations can repress higher oil price, prevent cut-throat competition in world market and keep world peace. There ate some cooperation suggestions such as establishing organization of the petroleum importing countries, joining together with development of oil and gas pipeline establishment at abroad as well as energy-saving, environmental protection.
