摘要
低碳经济是以低能耗、低污染、低排放为基础的经济模式,发展低碳经济是人类社会的一大进步,国外已采取多种措施发展低碳经济。发展低碳经济,是中国实现和平崛起和可持续发展的必然选择。中国低碳经济发展的路径选择将主要从以下几个方面着手:要加快构建和形成发展低碳经济的国家战略框架、社会行动体系和规划体系;构建"低碳经济试点区",探寻发展低碳经济的具体途径;加强金融对低碳经济的支持,积极发展碳金融市场;要积极鼓励技术创新,鼓励低碳友好型技术的研究、开发和推广与应用;建立发展低碳经济的法制保障机制,形成具有法效的低碳体制;加强国际合作与交流,共同应对气候变化,等等。
The low carbon economy based on low-power consumption, low pollution, low-emissions is a great progress of human society. A number of measures have been taken to develop low carbon economy abroad. The development of lowcarbon economy is an inevitable choice for China to achieve the goal of acting as a responsible nation,obtaining peaceful growing-up and sustainable development. China＇s path of low carbon economy development will proceed mainly from the following aspects ： To accelerate the construction of the development of low carbon economy and the formation of the national strategic framework for social action system and the planning system; to construct ＂low-carbon economy pilot zones＂ in order to explore concrete ways to develop low-carbon economy; to strengthen financial support for low-carbon economy and to develop the carbon finance market actively; and so on.
