南水北调对湖北经济发展影响及两江水资源的综合利用研究

Impaction of the South to North Water Transfer Project on the Development of Hubei Economy and Comprehensive Utilization of Water Resources in Yangtze River and Hanjiang Rivers

汉江是长江最大的支流,汉江中下游地区是湖北省经济基础最强的地区。南水北调中线工程是从汉江的丹江口水库调水供给华北地区,水源地主要在湖北省境内,大坝加高、库区淹没、移民安置、下泄水量减少对湖北发展带来一系列影响。文章在对湖北汉江流域经济社会发展现状、生态安全问题、水资源开发利用现状和未来经济发展趋势概述的基础上,系统分析了中线调水对湖北汉江中下游干流供水区水资源利用和经济发展的影响,以及引江济汉优化利用两江水资源。提出湖北省应抓住机遇,兴利除弊,积极采取应对措施:解决好移民安置问题,优化区域规划,加强汉江现代水利工程建设,发挥工程的综合效益,进行生态环境保护规划,科学合理综合利用长江、汉江两江水资源,使湖北经济持续稳定健康地发展,促进湖北"中部崛起"。

Hanjiang River is the largest branch of the Yangtze River and its middle and lower reaches are the highest intensive economic bases of Hubei Province. The Middle Route of South to North Water Transfer Project transfers water from Danjiangkou Reservoir of the upper Hanjiang River to North China. The water resource area is mainly in Hubei Province. Dam becoming higher, reservoir flood, immigrant settlement and smaller amount of water down lead to a series of effects on development of Hubei Province. The dissertation analyzes the effects of the Middle Route of South to North Water Transfer Project on the utilization of water resource and economic sustainable development in Hanjiang basin of Hubei Province and proposes that Hubei Province should seize the opportunity, promote what is beneficial and eliminate what is harmful, actively take corresponding measures： to resolve the problem of immigrant settlement, build up a water - saving society, to make the project generate integrated efficiency, to optimize regional planning, to work out a program for the protection of eco - environment, reinforce modern water project construction of Hanjiang River, to comprehensively utilize water resources in Changjiang and Hanjiang Rivers scientifically and rationally, guaranteeing sustainable, stable and healthy devel- opment of Hubei economy to realize ＂rising abruptly in middle part＂ in Hubei.
