构建地方服务型政府已成为各级地方政府转型的目标和方向。目前,国内学者也从各种不同视角对构建地方服务型政府进行了大量研究。但以目标管理理论为分析视角来探讨地方服务型政府构建尚鲜有涉及。试图以目标管理理论为分析视角,对构建我国地方服务型政府提出了一些建议。
